Octavio is the Managing Partner and International Counsel at Coronel & Pérez, with more than 30 years of experience in banking and legal practice in Latin America. During that time, he has participated in financing and investments for public and private clients from different sectors and industries throughout Latin America and the Caribbean. Before joining Coronel & Pérez in 2021, Octavio acted as General Counsel of the Corporación Andina de Fomento (CAF), advising the organization on corporate matters, and in the structuring, negotiating, and documenting of operations in all the jurisdictions where this multilateral operates. In this role and his previous positions at CAF, where he worked for 19 years, Octavio built extensive experience with an emphasis on capital investments, financing infrastructure projects, portfolio recovery and restructuring, resource mobilization, special liquidity programs, and capital increases, among others. Prior to his tenure at CAF, he worked as a lawyer specializing in banking and finance in Colombia and held leadership positions in significant financial institutions in Colombia and Ecuador.


Octavio is an accomplished leader and legal professional with more than 30 years of solid experience in international legal practice acquired in multilateral development institutions, the banking industry, and private law practice. He has participated in several capacities in the most complex cross-border transactions with the private sector and governmental entities throughout Latin America, as well as in high-level negotiations with shareholder countries on immunities, exemptions, and privileges matters, and with non-shareholder countries regarding their potential incorporation into multilaterals. Among his relevant experience in LATAM, including in Ecuador, we highlight the following:

Represented international lenders and multilateral institutions in the structuring of significant infrastructure projects.
Represented equity and quasi-equity investors in multiple sectors, including agriculture, development institutions, insurance, microfinance, investment funds, etc.
Represented lenders and multilateral institutions in dealing with non-performing assets, debt restructuring, workouts, asset liquidation, turnarounds, and exit strategies.
Represented lenders in A/B Loans, subordinated and mezzanine loans, partial credit guarantees, etc.
